You did not tell us what kind of beginner you are.
If you just want to shoot using a camera with training wheels and use your skills composing images, any P%26amp;S camera will do and you do NOT have to spend $400 to get such a camera
If you, on the other hand, want to learn how to control a fully adjustable camera, you are looking at a minimum of $450 for a nice Nikon D40 with 18-55 mm lens. For a few hundred more, you can look at other Nikon's, Canon's, Pentax's or Sony's.
Canon SD780 IS. Can take low light shots better than most point and shoots by raising the ISO setting. Very good image quality. At Buydig online is $219-+ shipping. 3X optical zoom, 12 megapixels.
Much cheaper would be the Canon A1000 IS. At Staples is $145- also has very good image quality. No need to spend antwhere near $400 unless you want lots of zoom.
Skip the Pentax. Buy a Canon or Nikon. This one is WONDERFUL, and has all of the custom aperture/shutter settings if you want to get into a bit of creative exposures.

my frist camera was about 200$
and it was sony camera and it work pretty good, but i got my camera at wal-mart, but you can also probably get a cheaper one online somewhere like overstock or something.
